Do the upgrade packs come with surge tokens for Aggressive Tactics and Force Guidance?

Good question. As far as I know, the card upgrade pack does not include any tokens. At first I thought you meant the corps upgrade packs. The corps upgrade packs have 6 surge tokens each, I believe, but those will be released a month or two after CW core and upgrade card pack drops.

The card pack does not contain any faction-based upgrades, including light side and dark side upgrades.

No, but Luke and Vader operatives have them, so GCW factions can still get surges without buying a clone wars core

The unit upgrade boxes should have them too. It's only a matter of time (depending on proper bases and shipping ) before something in-faction will have the tokens, but I agree, it sucks to wait. Use those standby tokens you haven't used in a while.

The tokens are also in the new trooper heavy upgrade packs.

Or just use those glass aquarium beads while waiting for the actual token.
