First Order- Was basically exiled to a less industrial sector, so they lost a lot of their manufacturing ability. Making upgrades on older ships who have proven technology is less costly than working up new ships from scratch.
Resistance- "Technically" this is more of a militia than a real military force, as they didn't start out as an officially backed group. The New Republic in general stepped down its military spending as it was no longer in conflict with anyone, so the same reasoning of not spending a bunch of money on new prototype units makes sense for them.
Not great reasons, but at least there is a reason rather than just nostalgia.
lol those factions dont even have lore reasons to exist, let alone much thought in their design. I applaud your attempt to flesh it out in lore terms but sometimes the reason is just that someone who doesnt understand or care about the product is in charge of it. Disney just said "they bought it before so they'll buy it again. turn the money printer back on, and tell the sweatshops to paint em different colors this time"

That's always a possibility, Star Wars is a business first and foremost. However, we have seen that even though Disney does care about the profit-side of things, they have shown that they do listen to the fanbase on some things. They haven't touched, too much so far, the Legends stuff between RoTJ and Ep 7- which is why the Mandalorian will be so interesting. It is going to be in two areas that Disney hasn't touched:
1) The era between the fall of the Empire and the attack against the New Republic. From what we know it won't be close in the timeline to what we have seen already (books/comics have touched on right after RoTJ and right before TFA).
2) The Outer Rim territories (aside from Tatooine) that have never really been explored, even by LucasArts. The Legends Bounty Hunter's Guild War novel series was probably the closest to exploring that area of the galaxy, but even then it was mainly focus on Tatooine and Kuat.
