It feels like this expansion was designed to be wholly incorporated into the base set, regardless of which scenario is being played. I'm just curious if anyone is planning on keeping the expansion "out" when playing any of the original 4 scenarios.

Nope. I'm using it all, Baby!!
I always use it all with Arkham files games. Generally if there are modular elements that shouldn’t be used they are pretty clear about it.
