When is Lucky! supposed to be played?

This might be a silly question. I typically just play the game intuitively and didn't really go too deep into the formal rules. I think Lucky! is supposed to be played during ST.6 but there is no fast player window in that step until the test is actually over and the consequences dealt. Same with daring maneuver.

I'd defer to the Golden Rule here - if the card text directly contradicts the rules, go with the card text.

The card text says "Fast. Play when you would fail a skill test.", and so you'd play it when you've determined that you've failed the test (before applying the results of failing the test). So yes, that would be step 6.

There doesn't need to be a player window there if the card text is specifically telling you to play it at that step.

Note that a Fast event does not have to be played in a player window (unless it explicitly says so on the card). You play a Fast event exactly when it tells you, often in response to some occurrence in the game state.

For clarity, every fast event includes text that specifies when you play it - if that text specifies a duration or a period of time but not a triggering condition (e.g. "play only during your turn"), you can play it only during that period of time and in any [free trigger] player window during that period (and only in [free trigger] player windows), without the card needing to specify something like "play during any [free trigger] player window during your turn".
