No disagreement, though they have some niche builds which do well to some degree (such as Torkil and the K spam)
While the change of tractor does negatively affect Ketsu centered lists, I think those lists still have value as well as a couple other list types from Scum. They are the underdog currently, and I do hope they get some positive changes next time around, but I think there is still some kick to the faction.
Scum are the toughest faction to work with. While I don't disagree that they are at the bottom of the pile right now, I still feel that they are only one good illicit upgrade away from being top-tier.
Just give them glitterstim back.
I think defensive Finn was an issue for their fillers and he’s been nerfed a bit. Really the rise of reliable dice mods from Resistance pushed a lot of ships out. It just happened to get all the best scum ships in that sweep.
They need help, preferably for scum ships that haven’t seen the spotlight yet.
The recent nerfs via RR update (Cik got ****** too) + Coaxium = massive middle finger to the faction...
I can't find really interesting builds with Scum right now. Took the plunge towards Separatists and I don't have much interest in coming back anytime soon (except in casual games)
Side note, Dace got buffed. What ever that might be worth.

It’s enough to have me look at Dace, but I don’t feel it’s enough for me to actually field him.

Dace needs two things:
1) A Turret upgrade slot.
2) Rules for using a Turret upgrade slot on a ship that already has a Turret. Even something simple like, "If a Turret upgrade is equipped to a ship with a mobile firing arc, it uses the same arc for both primary and secondary weapon attacks." They can even add variable pricing to the upgrade depending on whether the ship has a single or double turret. An Ion turret could be 5 points for Dace, but 11 points if you put it on something like a K-Wing.

I like that. It’s the same “turret” as it were, but modified to support another cannon. I’m all for that and do agree that Dace would be more appealing if he had a reliable way to distribute Ion himself.
I’m not sure there is a need for the variable pricing as you can just keep the turret slot off ships with primary bow-ties like the K-Wing. But I do think it’s a decent solution, if such a ship were given the turret slow treatment.

It’s the theme of dirty tricks. On paper, it sounds awesome and thematic, but let it get just a little out of hand, and it can turn a lot of people off. Add to that the lingering aroma of 1.0 Jumpmasters, and we have an unfortunate mind set that can see Scum dealt with harshly.

A ship isn’t “Tractored” until it has equal tractor tokens to it’s size (1 - Small, 2 - Medium, 3 - Large). In order to have a debuff to Agility, a ship needs to be Tractored. And in order to move a ship with a Tractor token, it must be Tractored. So a single tractor token doesn’t have an affect on a large ship, until the larger ship has accumulated enough tokens to affect it that turn. I’m not sure what else exactly...

What @It’s One Of Ours said is the main part.
Another change that hurts Ketsu and her usual wingmate of Old T is the timing of their abilities. Ketsu can’t throw someone at Old T to trigger his ability. His ability has to be able to trigger from the start of the Engagement Phase.
Scum is strong, but people are still reeling from the Boba nerf, and the faction generally doesn't do high initiative ace play nor ordnance alpha strikes well. Play the mid initiative sneaky bastards (Seevor, 4-LOM, Jostero, Torani, Quinn, etc.), a couple of the underrated generics (Black Sun Enforcer, Cartel Marauder) alongside the usual suspects of Teroch and Fenn Rau, and you might be pleasantly surprised.

Is that such a huge nerf to Scum though? Medium and large ships, with a few exceptions, aren't exactly dominating, and this can easily be seen more as a buff to them than a nerf to Ketsu, Gunrunners og Nantexes. Besides, more big ships in the meta means easier targets for dead-to-righting Kimogilas and autoblasting marksman-Scyks.
Seeing less and less reason not to just melt down my S&V ships to a puddle and go **** this game. This is, what, the seventh consecutive series of nerfs/**** you, you don't get this upgrade to the faction tearing it away from viability?? Add in Coaxium Hyper fuel (the Fireball upgrade that for some ******* reason there are 2 copies of in Hotshots and Aces) and it is really starting to look like whoever has final say over the game, or some silver tongued developer that has them schmoozed, hates the faction. And if you post "It's fine, just fly Starvipers" or "Just fly Marauders" you deserve to be kicked in the crotch hard enough to drive whatever is down there up into your throat. S&V is being bled out every points update and rules adjustment and taunted with every new upgrade added that they're just missing that additional slot, is in their "signature" slot but is hard locked to an action they don't have, or the ships that have the slot are too big to take... THIS IS ******* bull!

It is very odd that the Illicit slot is so useless. I guess it's fine that there's no single autoinclude, but out of that many upgrades it should be possible to find one that's at least decent.
