During a combat during a random encounter (eg the TIE fighter in the Maelstrom card below) who is considered as the attacker ? In case of a draw who is declared winner ?

On page 4 of the Rules Reference guide:
Combat
• During a combat, the current player is the attacker. The patrol,
contact, encounter card, job card, or other player that the
attacker is having a combat with is the defender.
