When can you take the Advanced versions of the basic cards?

I notice I have four "Advanced" action cards that replace the basic defenses. When is a character eligible to take them?

When they meet the requirements on the cards. For example: Improved Dodge requires Agility of 4+ and Coordination trained

They are not basic actions, even though the things they improve upon are basics. So, to take one, you must spend either 1 xp, or count it as one of your 1 to 4 action purchases during character creation. And, as fnord3125 said, you must meet all the requirements on the card.

I think it could be argued that, technically, you're allowed to buy the Improved cards even if you don't meet the requirements... but that would be pretty silly since it would replace the basic card, and you wouldn't actually be able to USE it until you met the requirements, so there's really no reason I can think of that anyone would actually want to do that.

I see a reason : you have only 1 or 2 advance emplacement left on your carreer and you don't want to buy new stuffs, enjoying straight improvment (characteristics, defenses, skills). You have yet improved skills, you don't have enough space for characteristics... so you buy a card even without the requirement.

I don't allow that in my game.
