Is a fleet of 10 Hammerhead torpedo Corvettes a) a bad fleet? b) something that makes me a bad person for wanting to try it out?

(No, I don't own 10, but I can borrow enough to put them on the table.)

I once did a fleet of 7 raiders with screed apts and ord experts... so it can't be much worse than that lol

Ten torpedo Hammerheads leaves you with 2-20 points of upgrades depending on your commander. I think you will do better with a slightly less mono-build composition and a few more upgrades. For example:

397/400, Opening Salvo , Planetary Ion Cannon , Solar Corona .
CR90-A, Rieekan , TRC, Jiana's Light, RBDs 88
CR90-A, TRC 51

Hammerheads have to get in close so you are going to take losses and Rieekan gives you the certainty of one of those ships staying alive to shoot or block/pin targets. 8 Activations is usually more than enough. You could go for 7 activations and make 2 of the above ships into a tooled up MC30 for some concentrated threat. If you want more of a bid then RBDs can go and OE could be replaced for Task Force Organa to save points. The second CR90-A could be replaced for a CR90-B with OL-Pulse or HIEs and would give some nice combos to soften up prime targets.

You don't want your commander on a hammerhead due to the risk so the TRC90s make an excellent lifeboat that is still able to contribute to the fight and soften up or polish off whichever target the Hammerheads have in their sights. The great range and 360 ability to throw 1-4 red dice with a guaranteed double hit means you can tip the ballance in any fight over a wide area.

Mon Mothma and Cracken are also good admirals for this type of list.
Leia is expensive but fun, with lots of CF commands and CF Token effects.
Dodonna is cheap and you could replace E-Rax with APTs to benefit from his dial-a-crit rule.

Ummm...isn't the point of 10 Hammerhead corvettes that you are able to do 50 pts of ramming damage direct to the enemy hulls, bypassing shields and defense tokens and everything? Add one copy of Garel's Honor in there, just for kicks.

Although usually people go with 8x ET CR90b, just because of the ability to double-ram on certain turns - and that the higher base speed makes it a lot easier to arrange the rams in the first place. Less hull, of course (assuming you are trying to keep one hull alive on each ship so you don't intentionally lose any of your own, the 10x Hammerhead gets 40 damage out while the 8x CR90 only gets out 24 damage - still 24 is enough to kill an SSD and the CR90s can do it in two turns, while it takes the Hammerheads 4 turns to get out their 40).

I like these suggestions.

Dropping to 9 allows the Scout version, so longer range damage. It's pretty hard to get all 10 into close range (especiallyon the same target), so would 9 Scouts get to do more damage in total?

Its got rerolls sustain damage from the scouts burst damage from the torpedos. Would probably struggle against Squadrons. Its got the right tools just would need to be exicuted correctly.

I played against a list that was 6 or 8 Hammerheads and an Assault Frigate(?) using Jerjerrod Arquitens. We both had a lot of fun.

A. Yes B. No, it makes you an interesting and fun person.

You can't be a bad person for trying out crazy ideas. It's how new metas are discovered. But I can't imagine that fleet being worth much. I think your best bet is to use your hull advantage (50!) and ram-rush your opponent. Fly fast and ram like crazy in order to actually put some hurt on the enemy. With any luck you panic your opposition into making some mistakes.

Vassal tournament aside, didn't you have some fun/success with a lot of Hammerheads? Or was it just the CR90s?

Sub a CR90 + Liberator + IF on a long range list and you can really reach our and touch someone. In one massive turn, this list could potentially throw 30 dice (w/DCaps, QBT, & Leia Conc Fire Dial) with up to 3 re-rolls per 5 dice attack PLUS the single use of IF command card.
