Having just started looking into X-Wing and having written a back story to guide my fleet/squadron purchases, i'm just curious how the community feels about lists that mix ships from the differing factions?
are empire/resistance or rebel mixed lists frowned upon?

This is going to be dependant on your playing environment, and specifically your opponent. But mostly I will say people won't be happy with it.
Personally I wouldn't mind in a friendly game, just to see how it goes. But for me this falls in the same category as playing lists that are not the standard 200 points. Or any other scenario other than standard dog fight. I like to try different things.
For example the day epic / huge ships were announced I started planning a Scum/Separatist fleet. Basically C-ROC as my centerpiece surrounded by robots. (IG2000s and droids). My regular opponent will allow this but there is no way I will bring that list to the local group for a random pick-up game.
You will get people that only want to play "tournament" style games. They won't be happy if you bring a list like this.
Standard rules are that you stick to one faction. If you're headed to your first game night at a store or with a local group, that's what people are likely to be playing, so I'd bring a standard list or check with the group beforehand. The factions are designed to be separate, so there are potentially some wacky / unbalanced combos if you mix them together.
That said, outside of tournaments the rules are ultimately just an agreement between you and your opponent. There are definitely people who play alternative formats or homebrew stuff, just gotta make sure you're on the same page as the people you're playing with.
So nothing like the warhammer community lol.

The game is about balance and interactions within factions, it's not designed to do what you propose. I would hazard to guess that you aren't going to find a lot of players interested in playing against a homebrew squad.

It's never gonna fly with almost anybody, just dropped in. People might even have confused reacts only.
I still struggle with the idea of running baby Anakin with Ahsoka.... It's... just... not chronologically possible!
But mixed squads are a fun thing to think about. I'd be surprised if a local group wasn't into running an odd format one week. As soon as something like this is mentioned, most people will start thinking up amusingly broken combos.
Timing is mportant though, a lot of regular social players will be practicing lists for future tournaments, where 1 faction, 200pt is mandatory. There should be windows for letting creative juices flow though, the vast majority of us are here for the fun of it.
Baby steps recommended.

Zuccus as well. 7 with trick r1 obstructed (though that also adds Scum Han)… Though she already can do this with Wulfworro.

I get where you're coming from actually. I had a similar thing in 40k.
People won't be hurt at all if you have a theme, back story etc. If, on top of that, you paint your fleet to match, people will think it is neat!
As long as you don't instantly put Anakin and Vader down as your squad
You have to really work towards thematic, or simply fun to play and play against list, and resist hard the temptation to uber-combo your list.
Unless you find a similar-minded fellow and have a slaughter-fest of fun. Make a video of it!

I haven’t gotten to play yet so it would be impossible for me to intentionally make an OP list like this lol.
but somewhere I saw/heard the decimator was actually a bit underwhelming.

It'd be unlikely for an Imperial-centric force to use red as a primary colour because that's very heavily associated with the Royal Guard - though using it as an accent or highlight colour isn't unknown (Saber Squadron use it to mark their double-aces with 'bloodstripes').

There's a game store in Sacramento Ca that's doing a no factions tournament and, if I was going, I'd be running an Ani & Ani list. Just for fun mind you.

if you don't put Darth Vader crew on Boba you're doing it wrong.
My local group sometimes does mixed factions builds especially if we have an odd number of players that night. Instead of having a player sit out to wait for their rotation, we have two players each build a 100 point sqaud and pit them against a standard 200 point sqaud. A lot of the times the two players that each built a 100 point sqaud use different factions. If this is the case, we consider the two joined factions as "allies" or "hired" and not friendlies. Allies work together to fight the opponent, but their abilities can't interact with each other. This helps us avoid broken combos.
