They could have swarm 2. So they can re roll 2 dice. That would probably be the easiest way to make a notable change to a basic fighter type without new rules. And would simulate then more swarmy nature of droid warfare.

But each Vulture could be limited to 2 hull and only have 1 red 1 blue in the anti-squadron armament....keeps them cheap and weak on their own.

My guess would be swarm, bomber (they have these torpedo generators) + a new droid keyword which somehow weakens them when activated in the squadron phase. Overall making droid fighters relatively good statwise (compared to imps) but cheap and swarmy through such a keyword may be the way to go.
