Hello! Now, with pleasantries aside, on to questions!
Best Faction? Probably Empire, though all factions at least have some competitive builds.
Most Fun Faction? Definitely a personal preference kind of thing. I personally find Resistance and Scum to be my bread and butter, with a little Republic on the side.
Conversion Kits? if you still have your old collection and want to play them, then I’d say yes. The size of the collection will affect worth as the number of the different ship types might be spot on in some cases, or miss the mark in others.
Good Builds? Depends on what you want to play. There is list fortress: https://meta.listfortress.com/ , which is the new metawing, if that floats your boat. If not, plenty of discussions still going on around the forums about what people are trying out. Been seeing some good Ace, Swarm, jank, and beef lists around.
What’s New? Republic and CIS factions, along with Resistance and First Order spun off with into standalone factions. Wave 5 is coming soon, bringing some rereleases of old ships, plus the Geonosian Fighter for CIS, and a Y-Wing to the Republic. Card packs have been announced, one with new pilots (including K-2SO) coming out next year), an obstacle pack (which I think is the one with special condition cards like “Ion Storm”), and a munitions pack. Oh, and Epic 2.0 is announced and getting articles on that.

1) Competitively best right now Empire and Republic. That might change with next point update in January.
2) What is your definition of fun?
Cheapest to get in competitively right now is Republic, just their base set and one Jedi gives you options. Maybe 1 N1 space banana and/or Arc170 as well and you have lots of strong options.
3) Conversion kits are definitely worth it if you have already a number of ships. There are single damage decks coming up, so you might hop over a new core! Rules are online.
4) Points and slots in pdfs and apps, no longer on the cards. Much more consistent rules, with keywords. Bombs in systems phase. New obstacle type gas clouds. New mechanics strain and deplete. No more turret wing (one exception), much more emphasis on maneuvering and getting arcs. Very little combo wing, many strong options with squads with zero(!) or very few slot cards.

There really isnt a best faction. But it definitely is not scum. Republic with Jedi, and Empire with their force users and strong ace play are probably the two most popular at the moment. Rebels were king for a little while until the nerf hammer came down on them in June. CIS is making its way up the ranks though.

Are you trying to start a thread war? Ace players love Republic with Jedi. Double reposition without stress and passive force mods. Its fun and powerful. So republic for me is most fun with resistance and those AWESOME Awings a close 2nd. Seriously, fly those awings the first chance you get!!!

YES!!!!!!
Good builds?
listfortress.com is the new listjuggler. Force power is really strong, and many top lists have some type of force user/crew.
As of now, x2 regen Jedi + friend is strong for republic.
Finn, Cova with Leia crew + 2 friends is strong for resistance.
Imperials have a lot of good stuff. Jendon + x2 Inquisitors with concussion missiles + ace friend is becoming really popular. Vader + Soontir + a friend or two.
CIS has vulture swarms. Dooku + 6 drones is about to be the new hotness as it just went undefeated in Aussie System Open.
Rebels are still figuring it out since the nerf bat, but Wedge and Luke are still very much involved.
First Order involves Kylo somewhere. I think people are still figuring it out. Kylo + Tavson + Quickdraw/Starkiller Upsilon is good.
Scum in hyperspace is like Fenn + 3 fangs or else Fenn+Guri. You dont see much else at the moment. In extended, Torkhil+Seevor+3 Khiraxvsvc is their new thing. Expect to see that or some variant in extended tournies. Ketsu+Teroch+friend is around as well.

Otherwise pick a faction and start going nuts. Everyone has something good. Just gotta be a little more creative with some of them (scum).

Well, then you might need more than 1 kit, but I might be worth it for full flexibility.
Beware, FO is a new faction, so you may need a different conversion kit for those ships. OTOH, now you have 2 factions, one of which is growing/developing.

As @Darth Meanie mentioned, 1.0 Empire has been split into 2 factions (3 if you include the Firespray now being Scum and Villainy only). I suggest looking over the contents of what is in the conversion kits and assessing what you need from there.

2.0 is quite a roller coaster. I'm scum focused and despite them having been nerfed twice with 2.0 points adjustments you can still win with them
No faction has easy mode anymore. Having said that pilots with the force are hard to beat right now but not unbeatable like some lists were back in the ol 1.0 days.
As stated here Imperials are probably your best bet out of the gates (if you already have the physical ships).
pro tip. buy one conversion kit and one 2.0 starter set then buy nothing else until you have played with them extensively. You will find that your local community will likely have 'extra' stuff they can throw your way for free. 2.0 is about year old right now so players will have bits and pieces they no longer need from kits they have already purchased.
I'd probably wait until after the 3rd points adjustment in January before making any significant investment in another faction/factions. You might find things change points wise and what you were playing with is no longer quite as good.

Purportedly, Resistance A-wings are a lot of fun, as are Republic Jedi.
Having said that, I have lots of fun with my Decimator and Vader. First Order can be fun too, but their stable of ships is laughably small. We need a bomber and a dedicated small or medium support ship.

First off, welcome back @Celestial Lizards ! Like Heimfire pointed out, Empire ended up being spread across 3 factions, which is part of why I ended up playing so many dang factions myself.
Empire was one of my loves in later 1.0. I’ve only dabbled back into them a little bit in 2.0, but it seems pretty much “business as usual.” If you mained Empire in 1.0, then you probably want to pick up a new core set and a conversion kit as soon as possible. They’ve got the tools and the talent!
My main for much of 1.0 was Scum. I recently did a writeup of how my fleet is faring in 2.0. Suffice it to say that they still have strengths, but it definitely takes some creativity to make them work these days. They generally aren’t well-regarded, and there are reasons why... but I’m never gonna give up on my homies.
I ended up with FO because of the Empire split. I was also delighted to see Amazon slash the prices of Upsilons to the point where I was able to get two for about half the price of one in 1.0. I haven’t actually flown my FO tons in 2.0, but they were grand when I did. I feel like they’re sleek and deadly in a way that Empire isn’t—not that Empire’s lacking!
I got into Republic because I unabashedly love the prequels. So far, I’ve found them to be beefy as heck, and very satisfying to fly.
Last but (probably) least, I grabbed a Resistance conversion and a couple of ships because I had a few things left over from 1.0 that I couldn’t otherwise get rid of. Haven’t flown them at all yet.

Then, assuming they are all still imperial (see the empire versus First Order bit), you’ll want the conversion kit for sure. You may be able to pick up parts of a second kit on eBay if you need it or just buy the second kit outright if you’re a die hard believer.
If you have a bunch of FO ships, buy one of their kits. You don’t really need two of their kits though they are more affordable.
Also, don’t forget you need the new core set (there are tie pilots only in core so they didn’t put them in conversion kit).
I have been coming back to XW2.0 also here, had longest time my favorite faction Scum in play in 2.0, but it felt like it has loose some glory so I wished Separatist as bd present so now im happy with some new ships and shenanigans. I always liked swarms, but never liked Imperium so this was good faction for me.

Hey Celestial. Welcome back. Republic, Resistance, and First Order are my factions of choice, in no particular order.
I think Sun Fac will be way less than Fenn Rau and around same category with Soontir Fel.. Maybe 50ish points.. Less actions than Soontir, bit more hull..
I guess real question is how much you are willing to pay for it.

200, but the points cost of everything has been roughly doubled to compensate. This allows for slightly finer tuning of point costs.
