Would it be legal to use Rex's ability after executing your manuver[s; ET] if Flight Commander is also on board?
So a Speed 2+1 with Nav Dial/token and Phoenix home gets herself into close range and I haven't resolved the [Squad] Command Dial/token yet because of FC, but now I can and as a bonus add that Raid token?

If you want to combine Captain Rex and Flight Commander, you really just need two officer slots on a ship.
In the RitR campaign, you may go for the Tier-2 custom commander "Command Staff".
"You gain 1 additional [officer] icon in your upgrade bar."
So at least in RitR, you may take the combo on the sturdy Engine-Teched Liberty, an Engine-Teched CR-90 or any other flagship. Anything but a flotilla really.
