this card says nothing about issueing orders from a command card just that your opponent issues 1 less than what is indicated on their command card (min 1). would this effect hq uplink and such?

Nope. It’s just the command card

It's in the FAQ thread. Sabotaged Communications only affects the command card's orders since that's what it refers to.
