Yes and no. I always looked at those as future proofing for cards/abilities that specifically stated they overrode the rule. But i can totally see it the other way too. But if thats the case, then it took them a **** of a long time to allow that, and its been wrong in the rules up until now... so.. they still kinda f*ed up, just different than what i thought.
