Does Immobilization and Paralysis cause the same penalty to Characteristics for Characteristic Checks as an All Action Penalty? Might it only apply to physical Characteristics only?

For example, using the Crushing attack listed in the GM's Toolkit, would the victim take a -3 or -10 penalty to Strength for being Mostly or Fully Immobilized for the attack?
