You can probably find more detailed information in various codices (ha! GW doesn't publish decent grimdark fluff anymore...) or on Lexicanum, but the basic rundown is this:
Prisoners or criminals deemed able to reconcile their souls with the God-Emperor (through penitence and death, like Penal Legion soldiers) are turned into a mindless killing machine, replacing limbs with electroflails and chainblades and the like, and their bodies connected to tubes of stimulants all over their bodies. They wear a full-faced mask which 'soothes' them with Imperial Hymns and the like, blocking out all external stimuli.
On a given command phrase (unique to each arcoflagellant or possibly each 'batch'), the mask's effects are dropped and their bodies get pumped full of drugs, whereupon they go into an eversor-style rage and start murderising EVERYTHING. This continues until they bleed out/overdose/get decapitated and die. Or, rarely, until the threat is over and the command words are re-activated.
There was a DH-appropriate statline for arcoflagellants once, in DotDG I believe. It was to do with the Temple Tendency though, not the 'orthodox' Imperial Cult, so your mileage may vary, but to all intents and purposes it should work fine. Given the nature of the Temple Tendency, it shouldn't differ much or at all for 'regular' ones.
Do a search for the Inquisitor game published by Games Workshop/Specialist games. It is a free download from the specialist games site.
That will have all the information and fluff you wanted concerning various aspects of an Inquisitors retinue and arco-flagellants with some illustrations as well.
It is a wonderful reference for planning your players demise.... errr..... adventures.
I believe arco-flagellants also make an appearance in the first book of the Eisenhorn trilogy.

If you dont have access to it, I will quote a brief description from the codex:
"Arco-Flagellation is a judgement taht can be carried out on those found guilty of heresy or any of a multitude of crimes against the Emperor. Augmented with extensive physical surgery and mental reconditioning, their bodies are implanted with a fearsome array of lethal weaponery and chemical stimm injectors. Pacifier helms that project soothing hymmals and the images of saints into the Arco-flagellant´s brain keeps them into control until a trigger word is spoken that removes all such restraints. Once activated, the Arco-flagellant´s body is pumped full of deadly combat stimms that turn it into an unstoppable, berserk killing machine that feels no pain and has no sense of self-preservation."
