Ok I tracked it down and read it.
I think it's saying that you can resolve a command even if you don't have a token or dial.
So say your Chimaera really needs a squadron token for All Fighters Follow Me, and your dial for this turn is engineering and your token passing Gozanti is a cloud of space dust - Commander Beck let's you magic up a squadrons token from the sky fairies which you can use.
BUT - you then get a squadron raid token which means that until you discard a command dial to get rid of the raid token, you can't do any more squadron commands.

This will not work, as fleet commands trigger at the start of the ship phase and involve spending a command token, not resolving a command with it. You don’t get the token.
Here’s how she works: if you really need to push one squadron in the above example, you use her for a fake squadron token, then take a real raid token. Then in the same activation you really need a nav token to trigger Engine Techs. Fake nav token, speed change if you want, Engine Techs, real raid token.

It's a pretty confusing card.
Pretty useful on the SSD which gets a complimentary command token. Use her impulsively whenever you need her, then when you reveal commands that you already have raid tokens for, can let the complimentary command tokens pay them off and your dial is untouched
