Ensnare can't cost that much minimum. It requires R0-1, mobile arc pointing at the chosen enemy (remember, you have to rotate it before getting the token) and works only at the end of the Activation Phase (if there's noone exactly where you want at least 1 enemy ship...). However, I believe it should have a scaling cost with Initiative, because it's way better in Sun Fac than the I3 generic.
