I already broke Surprise Attack with the SSD

The Golden Rules

This Rules Reference Booklet is the definitive source of rules information for Star Wars:Armada. If something in this booklet contradicts the earn to Play booklet, the Rules Reference booklet is correct

Effects on components such as cards and sometimes contradict rules found in the Learn to Play or Rules Reference booklets. In these situations, the component's effect takes precedence.

If a card effect uses the word "cannot" that effect is absolute.

so the objectives override the Rules Reference booklet in the SSD. so you do not have to place the SSD so it is touching the players edge in Surprise Attack or Fleet Ambush. At least that is how I read the Golden Rule.

That's how I would read it too.

Just the deployment restrictions on the objective count. With Surprise Attack you are anyways overlapping an obstacle already, i.e. the station, so clearly that part of the special restrictions for SSD deployment are negated.

Although with fleet ambush could you end up with a situation where you can't legally deploy any squadrons if you just have the SSD and put him as the top sideways?

On the one hand, I get that this should be clarified, but on the other, this kind of centimeter based obstacle placement just to screw with an SSD player is ridiculous in practice. Did you come to carefully place cardboard rocks on some neoprene at exact distances, or did you come to play Armada?

I feel like Wheaton’s Law resolves this entire issue.

I'd like to think most players just want to play, but all it takes is one or two people who just want to troll to ruin the day for everyone else.
