Acquiring ammunition/Storm questions

Hey guys, got some questions regarding acquiring ammunition. I felt that Ascension wasn't very clear about using influence to acquire supplies of ammunition, so I turned to the similar profit factor(PF) system in Rogue Trader(RT) for a precedent.

According to the rules in RT, using PF to acquire a weapon also meant a steady supply of ammunition for that weapon. Depending on the GM, a player could take as many clips of ammo he wants within physical(weight, space) constraints; or enough for 3 reloads. He could restock on ammo anytime he goes back to the group's base of operations. (Rogue Trader rulebook, pg 173)

PF could be used to acquire special ammunition like Man-Stoppers, which could then be restocked as above if successful.

Taking a look at the Vindicare's equipment, he has the Exitus rifle and pistol, and 1 each of the special ammunition. In my interpretation of the rules, the player would have a steady supply of regular Exitus ammunition, and can carry only 1 each of the special ammunition at any time. However he can restock when he goes back to the group's base of operations.

Was wondering if anybody else out there agrees with this interpretation.

Another question regarding the Storm quality. If a player were to use a Ryza Storm Bolter at full auto, would the maximum number of hits be 4 or 8?

I'd consider extremely rare ammunition exempt from the ammo rule put forth by RT, just like I wouldn't assume that you can acquire a limitless stock of Vortex Grenades. Both would have to be acquired with seperate rolls for each unit (probably one grenade or shot, though I'd consider letting three shots of Exitus ammo count as one item).
