I was on the fence with this option, but the fact that it gives cover to all trooper units within range 1 cover 1 may make it viable. Thoughts?

Seems fine-ish. The more TOs get better at terrain placement so we don't have atrociously open fire lanes on tables, the less I'm worried about a cover 1 grenade.
I feel like this makes sniperspam more of an issue.

I would actually assume the opposite. Snipers tend to have problems with cover.
The effect of 2 tokens stack, so even without suppression, it will be much harder for snipers to deal damage.
I think it is a bit sad that the tokens do not work for vehicles though. It would have been a really nice and needed buff for speeder bikes.
They can always rewrite the rule later - they've done it before.
The implementation is interesting. Would have been better had it been a larger token that blocked LoS or gave cover 2 if you draw LoS through it or something like that.

I would rate it as excellent for both offense and defense.
Defensively, unit can fire (at no benefit to the enemy) and then lay down smoke to protect your other units (granted, they'll be forced to move or fire through cover 1, but it might be you plan to maneuver that round, so it's more important to have cover at various locations.
Offensively, you can throw down smoke on enemy unit leaders, giving their targets cover 1 unless they move first.
This seems like it'd be most effective against droid units that get strung out. (i.e. cut off droids with a unit using a Comms Jammer, then throw out smoke so that they have to fire into cover 1 as their first action.)
I think it is useful, but not a solution to snipers.
Honestly, I think vehicles are a good solution to snipers. I just wish imperials had a better sub 120pt armour vehicle option.
Not a big fan of sinking more than that into a single unit, but that is just my play style.
