When in the system phase do you get to see the enemy ships dial?

Same as for Intel Agent; SYstem Phase is resolved in initiative order, and the condition is an ability of the ship which has it, so it resolves at the ability of the ship which has it. I.e. if Vi gives the condition to Soontir, she examines Soontir's dial at Soontir's turn in the System Phase, after Echo decloaks.
