The triggering effects apart from STRATEGIC are of course pure speculation, as is the number of squadrons. "any number of" squadrons may be possible, too.

Also, does anyone have an idea what's the name of the left card with the boarding-kind-of effect?

I suspect the other card is Sinjir Rath Velus, who was part of Norra Wexley's weird commando/infiltration/Imperial-officer-hunting team in the Aftermath books.

Thematically, I wonder if it is a Boarding Team that lets your remove an officer from an enemy ship.

I think you're right. "squadrons without STRATEGIC" makes far more sense. Moving Strategic squadrons with cloak and thereby moving objective tokens would be incredibly overpowered. Also "without" lines up a bit better length-wise.

I'm on the fence about how much that card would matter although Yavaris would enjoy it.

More than Flight Commander, though? That seems like the most common on Yavaris, so it can activate the tap after moving...

The Timing on Cloak is really only good to get out of engagement at the end of a turn.

All assuming of course it is a card like that...

And into position to for the next round to double tap what you want. Mind you cloak is a lot more useful as First player than as Second.

re: prepositioning - I was more meaning that's it can be particularly useful for Yavaris double tap. can also be quite handy if you want to shuffle an escort squadron into a better position.

Again, only if you're first player and going to have Yavaris go first... Never a guarantee, trying to outbid these Imperials these days

You know I'm assuming that this would actually activate the squadrons and I don't think that's clear that it would on the reread. So ya, now I'm even less confident that it would be useful. I really want a wedge commander/admiral card that gives rebels something useful for squadrons like sloane for imperials ( i have no ideas what it would do, but that's my wish list item)

Maybe this hypothetical commander could keep a squadron alive until the end of a round, even when it would be destroyed?

Well, on phantoms cloak has several applications, roughly in order of importance:

1. getting into attack range or out of the enemy squadrons' attack range before the start of next turn, after the final positions of enemy squadrons are known.
2. setting up hit-and-run attacks (ie ensuring you're engaged with something you mean to destroy and ONLY with something you mean to destroy, so you can retreat to safety after you've destroyed it).
3. extending activation range (you can move quite a bit outside of the activation range of your ships and come back into it at the end of the round).
4. extending movement range.
5. tying up squadrons that otherwise would be unengaged.
6. moving on the station to heal (doesn't happen very often, but if it does, it's great).

In a rebel fleet there's at least one super obvious application, that isn't on the list above - setting up Yavaris attacks. Many other applications will go up or down the list - for example, no. 3 probably won't be nearly as important for rebels as for phantoms, because their slower speed makes them less likely to go beyond the activation range but no. 4 will be way more important for precisely the same reason (on b-wings especially). I also think that no. 2 will be less important and no.5 will be far more important. They're in that order for phantoms because they're fragile for their cost and minimizing their exposure to fire is a crucial component of flying them. If your squadrons are beefier but slower, using hit and run would be both less effective and less necessary than in case of phantoms. Meanwhile engaging otherwise unengaged squadrons sounds much better if you're not doing it with a 14 pt 4 HP squadron with no tokens.

Oh, and no.1 will definitely remain at the top or close to it. It's an extremely valuable tool.

A lot will depend on how much the card costs, how many squadrons it can affect and how many times it can be used. If it's cheap, I can see several applications for it. The main problem is that squadron rebel lists already have their officer slots filled with Adar, Flight Commander and Toryn Farr. Squeezing yet another officer in might not be easy.
