Still new to the game, and probably misunderstand things. Do Death Troopers prevent "spending" stress tokens, such as with Ten Numb's ability?

They only work during the activation phase. Any abilities taking place at other times work fine.

Not really. Snap Shot blocks dice mods, and you can't spend the token if you can't mod the dice.

Just to clarify, spend and remove are different keywords.

It's why, for example, Obi-Wan cannot use his ability to replace a focus token that is removed by Hot-Shot Gunner - Obi-Wan specifies a token that is spent .
