Is Hiruma Yoshino considered to be a lasting effect on the character in the province?

If so, the lasting effect will cease if the character enters play (Charge), the discard pile (Sabotage), or deck (Peasant's Advice). (As per In Play and Out of Play.)

Are the four provinces considered separate Out-of-play areas?
Asahina Takako is able to move characters around.
If the provinces are one area, can Takako move the chosen character to a different province, and it still contributes its skill?

Hiruma Yoshino creates a lasting effect on the character in the province. If that character leaves the province for any reason, the lasting effect will end. However, “your provinces” is a single out of play zone (in the same way that your hand is a single out of play zone) with the caveat that each card in your provinces also tracks which specific province it is in. If you move the character chosen for Yoshino to a different province, it will continue to contribute its skill.

Can Yoshino target a character in the attacked province with zero military skill?

Can Yoshino target a character in the attacked province with dash military skill?

What happens at a conflict at Sanpuku Seido? Can you trigger Yoshino? If you targeted a character with printed miltary skill of 4, would you have 4 added to your glory for the purposes of calculating the winner?

What happens if the targeted character leaves the province (say with charge)? Do you still count their printed military skill in addition to any skill they may now contribute? What happens if the targeted character leaves play or is removed from the game?

Do magistrates prevent the targeted character from contributing their printed military skill to the conflict? Does it make any difference if the targeted character is now participating in the conflict?

What happens if the conflict type is changed?

Yoshino cannot target a character with zero (or dash) military skill.

During a conflict at Sanpuku Seidō, the chosen character will count its printed glory instead of its [MIL] skill.

If the character leaves your provinces during the conflict and enters play or a different out of play zone (discard, dynasty deck, etc.) the lasting effect expires and the character stops counting its skill.

Magistrates will prevent the chosen character from contributing its skill (if appropriate).

If the conflict type is switched to political, the chosen character will still count its printed [MIL] skill. (This is different from Sanpuku Seidō because the shrine’s card text explicitly replaces the counting of military skill.)
