It's not about numbers, it's about time and story. All it takes is one description that could have made it into popular media even thousands of years earlier. For all we know, it could have been a household bogey-man across the galaxy.

I always thought of them as more like Roman senators the office of the Chancellor is like a Pro-Consul. There's no lower assembly like in the US or Parliamentary systems so no commons, and they likely aren't even elected on many worlds, both Senator Amidala, and Representative Binks were appointed for example and Senetor Organa is a Senator because he's the husband of the Queen of Alderaan. I suspect the real power in the Republic lies with the multi-trillionare elder houses and millennial old corporations like Czerka, Sorosuub, KDY, etc and of course the Sith.

Well Jar Jar was a Representative and Padme was a Senator. So I think their were 2 tiers. I dont know how those tiers interact. But maybe Senators are like the house of lords and the representatives are like the House of commons....

No, Senators have place in the Senate and the representatives represent them in their absence. Probably within limitations.

It is up to the Star system. The Republic did not care for local politics, that was one of the basis and the most dividing thing. The locals could have their own way of choosing the senators be it by wealth, succession, appointment or election.
