Hello does the 1 Speed Maneuver of Ailerons count as a Boost action? so when i equip Afterburner on TIE Striker i cant perform a 2nd boost?

No the 1 speed maneuver is a maneuver, not a boost action. Which also means it behaves like a maneuver for bumping, it will be preformed partially instead of boost which would not be preformed at all if it bumps.

Also of note, overlapping ships or asteroids with Ailerons does not cause you to skip your perform action step. Check out the Rules Reference 1.0.3 (or 1.0.4), page 27 in the FAQ. I would assume that the same goes for overlapping a gas cloud, but the FAQ only mentions ships and asteroids.
