Does Fenn gets his bonus defense die when defending against the inquisitor shooting from r 2-3.

I don’t think so because Fenns ability only triggers if someone is at r1. The Inquisitor is only applying r1 bonus. Am I right?

You are correct. In 1.0, the [Grand] Inquisitor would have been treating the attack range as 1, but in 2.0 he does not change the attack range; he merely applies the bonus.

Correct however inquisitor can also take away Fenns range 1 attack bonus but not his ability bonus so a total of 4
