Hida Kisada and non-state changing actions

I just wanted to double check as this came up during a game last night. I was told that actions that didn't change the state on the board couldn't be played, thus couldn't be played to burn an action for Hida Kisada 's ability so something else should be played instead. The card in question was Make an Opening while both dials were to the same (resulting a -0/-0 difference). Could Make an Opening be played? And what are some examples where you can't play actions to burn Hida Kisada's ability?

A -0/-0 modifier doesn't change the game state, so you couldn't play it. Other examples include Yojin no Shiro as the defender and Shiro Nishiyama as the attacker (both apply a modifier to 0 characters).
