'At the start of engagement phase' ability queue

How is the ability queue for ships with 'At the start of the engagement phase' abilities assembled?

Is it determined by player order, ship initiative, or a combination of the two?

For transparency, I was thinking of flying a First Order list with "Muse" and Commander Malarus next to one another. They both have abilities in this timing window (Muse removes a stress from a ship at range 0-1, Malarus spends a charge and gains a stress to convert all eyeballs for that round), and I'd like to be certain about how they might interact. Wouldn't it be nice if Malarus could stress herself, just for Muse to remove it immediately?

EDIT: Nevermind, I should instead READ THE RULES REFERENCE, which states:

1. If both players have abilities that triggered from the same event, the abilities are added to the ability queue in player order.

2. If a player has multiple abilities that triggered from the same event, that player chooses the order that those abilities are added to the ability queue.

3. If resolving an effect from the ability queue triggers additional effects, they are added to the front of the ability queue using the above rules.

This is firmly in the realms of number 2; I get to choose! Stress-free Malarus, here I come!

Also just know player one triggers all of their ability queue triggers first “TIMING AND ABILITIES
If two or more abilities resolve at the same time (e.g., “At the start of the Engagement Phase”), the abilities are resolved in player order. The first player resolves all of their own abilities with that timing before the other player resolves their own abilities with that timing.”
