For example Tallisson's ability is While an enemy ship in your bullseye arc performs an attack, you may spend 1 charge . If you do, the defender rolls 1 additional die. Would this ability work outside of range 3?

Firing arcs only extend out to range 3. If a ship is beyond range 3 of Tallie, then that ship is not in her bullseye arc.
