I guess we are approaching it from the opposite ends; you want more player freedom, and I want more dev freedom. It's far easier to design and not imbalance things when you are working in smaller compartments: faction-locked upgrades, hard limits on quantities irrespective of points, etc.
In a certain way, this goes to the same point of pricing small based ships: maybe a ship could really be cheaper, but you wouldn't want to see 5 on the table, so you have to overprice them to limit them to 4. What if the devs could just give them 4 dots and lower the points??
I feel like there's a potentially big risk in something like this. If it only ever leads to fairly priced ships, well, maybe. But I figure that there's a big risk in leading to *underpriced* ships, and that just messes everything up. Folks who want to be competitive are 'forced' to build around whatever Large Base is most-underpriced at the moment. Same thing for small-base stuff. Underpriced ships are still underpriced, even if you can't run the maximum number of them. Sometimes, that'll even be best, since it'd provide diversity of ship types... run 4x Underpriced Ship, plus the best ace you can afford.
My thoughts on letting folks do what they want is as much from a distaste for complexity-creep, more than . I kinda don't like how involved variable pricing seems to be getting in a lot of cases, and there's probably a lot of stuff which can exist at a flat price. I kinda see adding extra restrictions beyond "2-8 ships, 200 points" as just gunking up the works. I'm not sure it's worth the hassle of the complication, however minor.
I'm not pure on the issue, to be sure. I'd love a small banlist of specific upgrade/ship combinations. No more R2-D2 and Inertial Dampeners together, for example. Ban C-3PO on Leebo, so Leebo can get his crew slot back.
