Reading the splash without the adventure yet, my immediate thought was: "well obviously the Dragonfly should adopt her. How is this a question?"

Because she essentially has a 'pet' fortune as an imaginary friend.

With the imbalance right now, asking the phoenix not to try and co-opt someone who at twelve has at least as strong a connection to the elements as some of the elemental scions is unlikely.

Unfortunately, there isn't a Dragonfly delegation at the Imperial Winter Court, so I can't.

About RPG module time line, where are both? Before the beginner game?

The time frame is before the beginner game but there is guidance about running it in different periods.

And perfectly suited to my group - who a] are emerald magistrates so a perfectly suitable "neutral party", b] contain exactly 1 Phoenix*, one Dragon** and one Crab***, and c] the group as a whole historically being basically a walking diplomatic incident looking for someone to happen to.

* And both an orphan herself and a Kaito shrine keeper very attuned to the elements at that.

** Who's the really-not-the-favourite child of a senior Mirumoto diplomat (who I may make a point of subbing out for one of the 'scripted' Dragon characters)

*** Bluntness , Irrepressible Flirtation , a passion for Sake plus a very low water rank, zero courtesy skill and a tendency in-character to engage mouth before brain and agree to stuff without fully understanding out of character what has been asked of him and has repeatedly joked about getting Kaito Horonigai's character betrothed to someone. I can see no way this can possibly go wrong in a court setting when one of the main NPCs is a Shika match-maker looking for leverage.

@GM Hooly well, session 1 was interesting for several reasons. I'll do a proper write-up in my campaign thread, but key highlights are:

1) Kaito Horonigai decided during the memorial service that the reason the storm Masayo is possessed. This led to the debate during the storm of "don't you have anything that can put her to sleep?" "Yes, but it's called martial arts (unarmed): do you really want me to beat a crying twelve-year old girl unconcious in front of a crowd of high-ranking nobles including her legal guardian?"

2) Mirumoto Uiri's family issues are even more pronounced than previously believed and there's a better-than-even chance he's going to insist on acting as champion for the Phoenix when the challenge happens. He was one strife away from getting into a duel trying to get the crowd to calm down...

3) Hida Goriate is being "helpful" in gathering information. The problem is that (i) the deer clan is new so the players know nothing about them out of character, (ii) they failed their culture check to know anything in character and (iii) they didn't bother to ask. Having seen Shika Yuki looking after Masayo, they've jumped to the conclusion the deer clan are essentially Rokugan's child protection services / orphanages, as opposed to that being a favour she's doing for Miya Bunji because they're friends whilst her actual job is a matchmaker to the court. Goriate sending an urgent request asking to see her "in her official capacity" therefore feels like the scene-setting to a series of misunderstandings straight out of a shakespearean comedy.

Magnus Grendal, I love how you weaved together those stories. Especially the back and forth in the Imperial Capital with your characters pulling a Will Smith "AW **** NO!" And that they convinced the Imperial storyteller to "embellish" the events of the Topaz Championship, that was a stroke of brilliance!
