Kind of depends. He has the linked focus, which is fantastic if you know that a blue and no AS will cut it. Otherwise yeah it’s tricky to make it work. Stress management is really tough on him. Contraband Cybernetics would be great on him, but sadly there’s no illicit slot.

Generally, you’ll be leaning heavily on a talent like Predator, Lone Wolf, or Outmaneuver for your offensive mods. With initiatives switched, I’d probably take Dalan every time because not getting shot at is always better than offensive mods.
