Gain a new hero

Hi

Just something i was wondering,

To gain a new hero i must use the supremacy bonus from the rally support card.
But if i dont have a city, i cant use the the pirmary ability of the card, so am i able to recruit a new hero? Since i have read somewhere
that i have to resolve the primary ability first before i can use the supremacy.

Also when i recruit a new hero, does it spawn at my stronghold or at a city (or can i choose) ?

You can still execute the primary of the Rally Support card - you just collect from all 0 of your cities. In other words, just because the primary ability has no effect doesn't mean you can't execute it. Thus, even if you control no cities, you can use Rally Support to acquire a new Hero.

The ruling you probably read deals more with explicitly choosing NOT to execute a primary order. The only case I can really see this happening, though, is with Harvest - if, due to some invasions, a Harvest would cause you to LOSE resources, you could choose not to execute it when it's time; but if you do this, you would not be able to do the Supremacy bonus, either.

(On a side note, though; if the Harvest primary would leave your dials exactly where they already were, you could still execute the primary, even though nothing changed; thus, you could then activate the primary. Executing with no effect is not the same as choosing not to execute in this case).

They are put into play at a stronghold you control. Cities are not valid placement points.
