It doesnt care how many obstacles are nearby. Its a yes/no check. is their an obstacle anywhere with in range 0-1? Yes? You can reroll. No? You cant reroll.

If (for some reason) they wanted each one to count, it would be worded like so.

"for each obstacle at range 0-1," or something to that effect. But i really doubt they would ever want you to keep rerolling the same pool of dice until you get a decent roll.
