Building out Kala'uun, looking for input

I'm building Kala'uun (Ryloth) just before the Battle of Yavin, Legends timeline.

I'm envisioning it as the scum-alternative to the capital. I'm setting up some encounters relating to involvement of the Hutts, slavery, etc. I think I have the parts I need for the ploy covered, but I'm trying to work out just how tight security would be there and other environmental details.

For example, how heavy would Imperial patrols be in a larger city? Small garrison? No garrison? Imperial Army or Stormtoopers? Twi'lek security only? It mostly matters to me because I know my players and would want to plan for "consequences" :)

Have you checked out any of the old WEG stuff? Platt's Starport Guide has a nice section on Kala'uun.

Like Jareth suggested, check out Platt's Starport Guide from WEG, as it goes into a good amount of detail about Kala'uun, though admittedly much of the material is early EU/Legends so the Ryloth of that book doesn't take into account things introduced in later media such as Filoni's Clone Wars or Rebels.

It's not quite the Ryloth equivalent of Mos Eisley in terms of being a hive of scum and villainy, but there are shady doings going around, such as slavers whose presence isn't really questioned by the locals in light of how Ryloth in general views the slave trade.

Nice! I just looked over the WEG material and my main challenge is that it doesn't feel like the clone wars happened or that there is an Imperial presence at all. I really have trouble splitting out the Clone Wars stuff "Legends" in my head. Also, I might have to ignore the existence of Tarkin's Refueling station, even though I read those books. I think it would make the planet too Imperial-heavy.

I'm realizing Clone Wars/Rebels has really altered my head-canon when I'm trying to work things out!

I think I'm going to go with what will give the players freedom, without having to worry them "taking over the town" which is a real issue. Maybe the local constabulary are clan warriors of some sort.

It's been a long time since I last read that one, but would it be possible to put the some/all of the ruling Clans in the pocket of the Empire kinda like Gar Saxon?

That way you could run it almost as written, but if you need to explain what's up you've got the answer. Play ball and the locals operate just like they always have. Cause enough trouble and they can just call an Imperial patrol to stop by and deal with you.

Yeah, converting Pre-prequel content to work in a post-prequel universe can be tricky.

Though for giggles grab the R&E rulebook and read the galactic history section. Published well before the prequels, but written JUST vague enough that it's still about 99% accurate...

That's because it predates the Prequels by several years.
