Part of that is because it's both the Transport and the Transport Pod, so effectively two small base ships. Plus it comes with a fair number of cards as well.

Nope, small base. It’s right on the cusp of being too wide for a small base, but the fact that it’s really short means it looks ok. It doesn’t take up nearly the real estate of, say, an ARC. Ultimately it would look fine on either base size, and I think the fact that it has stops and reverse moves means that it could be an unholy terror of a blocker on a medium base.

Just my 2 cents and/or reading the tea leaves of why it’s a small base.
