I figured making it so you can break orbit with one mounted would nip that in the bud.

If that's your angle then you should also look at the LAAT in FiB and RotS.
They rejiggered the weapons between the two books. Thing is, if my math is right and we interpret HP usage the same way, the vehicle scale weapons they swapped use the same number of HP between the two loadouts (4+3 vs 2+1+4). Until you factor in the repeating blaster door gun. Don't know where they got the need to add that weapon, but it's not inappropriate...
But the thing is, while it might just be an error, it also could be interpreted that some weapons, like manually operated pintle weapons that run off their own power supply, don't have to take up HP.
By that take, you couldn't swap-out a Heavy repeating blaster for an Auto-blaster because the HRB doesn't use HP, but you could upgrade to another appropriate personal scaled weapon like an HOB, Sidewinder, J-10, Reciprocating Quad-blaster, or whatever.
It's not a hard rule, but the implication would address your question...

That or GM common sense. You aren't going to find the hard coded black and white rules that clearly define everything in this game. You are going to have to rely on GM fiat a lot more than in other systems.
