Each conflict declared this phase is MIL instead of its normal type.

Does this forced change to MIL only affect conflict declaration?
Can cards like Kuroi Mori and Rally to the Cause change a conflict to POL post declaration?

This only affects declaration. Kuroi Mori and Rally can still switch the conflict type to political.
