Is it necessary to defat the Harbinger of Valusia to win The Forgotten Age campaign?

No. Defeating the Harbinger gives you no benefit beyond preventing it from showing up in the future. It's generally better to let it live, thanks to its insane Vengeance value, unless you're able to finish it off in Boundary Beyond.

Why would Boundary Beyond matter? Or did you mean Shattered Eons?

Boundary Beyond has the least Vengeance punishment, and it's early enough that you get plenty of breathing room later on.

I suppose, but you still have 5 Yig's Fury to add on. Plus, you know, Boundary Beyond is hard enough. Still better to evade it and poke it until it goes away.

I wonder if they'll do anything to change the Harbinger in the inevitable Return to the Forgotten Age, because right now it's the most egregiously pointless element of an already overstuffed campaign.

What I meant was, "if you do want to kill the Harbinger, it's best to do it in Boundary Beyond."

Or alternatively, "if the Harbinger survives Boundary Beyond, don't bother trying to kill it later."
