Can I use Order No.2 Mobilize's supremacy bonus to just move troops to friendly areas?

As I have discovered that the rulebook does not mention about that.

+1 for Sigma's answer. As long as the friendly area you want to move to has not already been activated by you this year, you can do this. Assuming the first use of Mobilize was spent making an attack, this would even be a wise idea since you can't start two battles a turn.

If the area HAS already been activated (by you), then you can't activate it again, which means it's an invalid target for Mobilize.
