Rules Reference, p.12, under JAM :

So no, it is range 1 only.
Same principle for Coordinate , on Rules Reference p. 8:

- Choose another friendly ship at range 1–2.
- The chosen ship performs one action.
Hence, a ship can't coordinate someone with whom it is at Range 0 of. This situation could come about if a ship performs a 0-stop maneuver, and remains at Range 0 of anything it was previously touching. Stress notwithstanding, it would be allowed to perform an action... but it can't Coordinate anyone touching itself.
What about Target Lock? Can you TL someone at R0? Can an Ewing do it?

Ships can lock to use their computer to acquire targeting data on environmental hazards or other ships. When a ship performs a action, it acquires a lock. A locking ship is a ship that is attempting to acquire a lock by performing the following steps:

Measure range from the locking ship to any number of objects .

Choose another object at range 0–3.

Assign a lock token to it with the number matching the ID marker of the locking ship.

This is pretty nutty. I think these rules are totally arbitrary and should be similar.
As for E-Wings, the only restriction of "Experimental Scanners" is Range 1 . So, if you somehow get an action when at Range 0 of another ship, you may acquire a lock against them.
Given they can equip Advanced Sensors getting range 0 locks is pretty trivial. Just block the target.

Huh. While clearly not intended, I just realized that my double E-Wing funsies list has a new trick up its sleeve. Amazing how many simple oversights there have been in 2.0.
