fleeing is 3-3-1 so it has a bit of an advantage over the 3 'heavy hitters' in the city cycle

yup, couldn't agree more with this. In GJ I used to go valar->fleeing (use my iron mines first...). Now w/ price of war I go Valar->Fear of Winter. I find myself flipping fleeing in bara as my third power of blood. What i mean is that if they haven't played valar the first 2 flips I'll flip fleeing (and pray for saves) to at least make valar a little more painful (or perhaps maximize fleeing) if you are losing income/draw/effects too. I like fleeing and its always my 7th or 8th plot and its much much better then attack from the sea the only other option in plots that I can think of right now.
