i believe it should be used, since it's published. doesn't really matter where it's available, as long as it's available.

Is it tho? Its not on the website where it can be easily found. So unless you are digging in the forums like this post, people may not know it even exists. As far as im concerned, its not been released to the public yet, thus isn't official.

That said, All the changes made seem to be addressing debates and questions, plus explaining how Fuses work, so on a personal level, i dont see an issue with using it. Especially since TO's will have likely seen the leak anyway by now. I just dont get why they are delaying it OR delaying the Wave 4 release. Wave 4 release seems to be a huge mess.

Off the top of my head, I can't really think of any incompatibilities between the two versions.

However, if one does arise, I'd give precedence to 1.03 until this is the version linked on the products page. I'm with @Lyianx that it doesn't feel officially official.

The only thing that has notably changed between versions is the section on replacement costs. Previously , if a cost was not precisely paid, the effect would not work. Now , a cost can be substituted, and as long as the substitution is successful, the cost is still considered to be paid.

A short version of this would be one card that says, "You may gain one (bad) token to get this effect," and another card that says "If you would gain a (bad) token, you may instead give that token to someone else and take this (less bad) token." With the old/current FAQ, the fact that you're not gaining the (bad) token means the subsequent effect would not happen. The new/upcoming FAQ changes this, stating that substituting the (less bad) token still fulfills the original cost, and the effect works just fine. Examples of these kinds of substitutions that didn't work before, but do now:

Yea, that's really the only thing preventing me from 100% saying "eh just use the new reference". The others are really just clarifications. I also cant say i really agree that FFG ruled costs that way, but whatever. It feels too much like a "have your cake and eat it too" kind of thing, which was far too prevalent in 1E (Dangaroo anyone?).

As a TO personally, I would not use it in a tournament because its not readily available. If you have to dig in a forum to find it, its not really "official."

while it's bad the latest rules reference hasn't been posted officially by FFG, it's still there - and it is more current than 1.0.3. the rules clearly state that the most up to date version of the rules must be used.

or in other words, if you're not using the most up to date version of the rules reference, you're not following the rules.

it's actually even more clear than that. i'm sure you recognize where this is from, even if you haven't really read it.

with FFG clearly having problems releasing wave four as planned, it's understandable that the document hasn't been posted yet.

thanks to @Hiemfire , i noticed they changed the date on the first page. it's now effective from 10th of July 2019. at least they posted it in the right place.
