Card effect dice modifications

When do dice modifications granted by card abilities such as Proton torpedoes, Fearless, or Gavin take effect? Are they part of the Attacker Modifies Attack Dice step, or are they assumed to be part of the initial roll?

All dice modifications take place in the relevant Modify Dice step, unless something about the timing specifically indicates otherwise (e.g. Reinforce).

And if the situation arises where its not an attack (ie Han) and for some reason both players can modify the same roll, id probably just go in player order.

I... would reluctantly accept this interpretation, even if it goes against the combat dice modification rulings, simply because those rules are only established for COMBAT. "First player" makes as good sense as any to go by. Personally, though, I would prefer to maintain the same rules for dice modification across the board: the player who DIDN'T roll modifies first, the player who DID roll modifies last.

It comes down to ability queue and player order. Regardless if that ability is modifying dice, the mod rules for engagement only apply during an attack (not even specifically during the engagement phase, but *just* for an attack, which can happen outside of engagement phase as well). So if its not specifically an attack, the order of dice mods that occur for attacking do not apply.

We have to remember that rolling dice, even though they are primary there for combat, are also used to apply randomness to some effects. They didnt want us to suffer damage *every* time we flew over asteroids, but they wanted it to be *a chance* to suffer damage. And the best way to handle that, without including a specialty die or something *just* for non-combat rolling, is to make use of the attack/defense die. It might help to think of it as, when you are rolling dice outside of an attack, think of it as a different die with different faces, and you apply specific effects based on the result, rather than rolling attack. So it wouldnt make sense applying combat dice rules when not rolling dice for combat.

At least, this is how i view it.
