Seems like a variation on Old Para's Ketsu/Teroch/Cobra list. It excels at choosing one target and absolutely murderizing it. With I5 it can delete Phantoms and B-wings before they get to fire. Here's Old Para himself playing the original list:

ketsu shoots first (all ships are int 5)...
- With TL and Force theres a good chance the attack hits and delivers a tractor token (if the target ship is range 1 then two tractor tokens are possible)
- Old T and or Kavil attack the same target which has one less defense dice for each tractor token. (if Ketsu gets his ability off as well 'Old T' strips defensive tokens, if any remain from ketsu's atk)
- The aim of the squad is to overpower a single target with init 5 attacks. A similar squad uses Talonbane (Old Para) over Kavil but the imp thing is the init 5 attack follows the shot from ketsu.
- its actually possible to move the tractored ship into a more favourable position for your followup attacks or even on of ur own ships (although that would be much less likely)
- The shadowcaster is a durable ship and fast. its 5K turn gets it out of trouble if it needs to create space or it can use its speed to limit shots from chasing ships. ideally the turret stays fwd facing but you can still chip in damage from the flanks and rear if the situation dictates a hit and run style approach.

its a fun squad to play. u need good range control to set up ur tractor atk from ketsu. if they try blocking ur shadowcatser u can still use ketsu's pilot ability at range zero and toss the offending blocker into harms way to be blasted

Nope.
During the Engagement Phase, a ship with one or more tractor tokens rolls one fewer defense die. (Pg. 19)
two tractor tokens lets u barrel roll or push back a med base ship.
Ketsu with title lets u tractor two separate targets as long as one is at range 0-1 and you deal at least one damage to the other. Shadowcaster has not been seen as a major threat by some and was totally under the radar until Old Para's success.
This, I think, shows the weakness of the ‘standard’ quad phantom play. It’s tough, and brutally effective at killing things. However standard play makes them rigid and predictable.
Not that it does much good for their targets.
But the right ships can take advantage of that. Anything that drops agility is bad. Things that strip tokens are bad. Both can be overcome with smart play, but the flying block doesn’t allow that. So a good Phantom player can avoid the worst of that, but players chasing the meta best can’t.
Honestly things like Seevor, Old T, most scum HWK’s, Reapers, and Wedge are terrific meta calls right now.
