I want to buy the base game and 1 expansions, which one should I get? Or should I just wait until the Highland expansion comes out and get that one over the others?

The first expansion that you really need, is the Reaper expansion.
It has a lot of good cards, and the mainboard will become more interesting to play on.

Agreed. Reaper for bulking up the Adventure deck.
Hmmm... I'd say the Dungeon over the Reaper. Though there are certain aspects of the Dungeon I'm lukewarm about, it's always been great to see the land itself grow more than just the Adventure deck.
I agree that the Reaper expansion gives you a lot, but when you are new to Talisman there should be enough in the main game to keep you going for a while. I think it is a matter of taste what you chose. Maybe the Reaper is a good choice since it also was the first expansion. I too think you should go for the Dungeon or the Reaper:
Reaper
Nearly doubles the adventure deck and also ads a lot of new spells + new characters and the Reaper himself. It makes sure that you never get to the bottom of the adventure deck and have to shuffle it again.
Dungeon
Ads the new region to explore and gives an alternative route to Crown of Command wich is very funny and gives some more strategi to the game. It also ads a little amount of new adventure cards for the main board that are Dungeon related. There is also new characters and some spells in this expansion.
Homebrew expansions

first you have to decide if you want an expansion with a new region, or one with mostly new adventure cards.
If you play without expansions, yu'll likely use most of the deck by the time the game is won. This means you'll see the same cards come up game after game. Playing with Frostmarch and The Reaper we only see a fraction of the adventure cards any given game. Thhis adds much welcome variety and unpredictability. Playing with the Dungeon will mean fewer adventure cards are drawn because sometimes you are drawing dungeon cards instead. There'll still be less variety in the adventure deck (compared to a small expansion), but you'll have plenty of variety in the dungeon itself, plus the novelty of a new region to explore.
If you go with a small set, I would recommend The Reaper. While the endings from Frostmarch are nice to have, I think the reaper piece is better - and adds some nice player vs player to the game. The only real drawback is the Warlock Quest cards, which are handled better in Frostmarch I think.
If you want a new board, I'd wait for the Highlands - mostly because it has new endings while the Dungeon does not. Also the characters seem closer in power to those of the base set (except for the Alchemist). If you use the random endings, you might want to include the bonus endings from the support page:

As I'm a relentless greedy fool for acquiring more variety, reward and risk in my Adventure deck, I must therefore choose the Reaper expansion. The additional new region expansions with new maps are wonderful in their own ways, but if I can choose only a single expansion, I think the Reaper gives the best replay value for my preferred style.
