If I am shooting Wedge with Poe's Heavy Laser Cannon, and Biggs is in Poe's forward firing arc but not in his bullseye arc (currently being used for the HLC), can my opponent trigger Biggs' ability?

Nope. Needs to be in the attack arc and for the HLC that is the bullseye arc.

Biggs' ability says: While another friendly ship at range 0-1 defends, before the Neutralize Results step, if you are in the attack arc, you may suffer 1 hit or 1 crit to cancel 1 matching result.
Is Biggs in the attack arc? No? Then his ability can't be used.
