What I disagree with is it needing to be priced by initiative... It's a good upgrade already at every initiative. If it's priced by initiative it's going to be either overpowered at low initiative or really crappy at high initiative. It's an upgrade that has benefits at all initiative levels (sometimes different benefits).

No I definitely agree that initiative pricing is totally unnecessary. Psh! Vader might take it at 8 points but why would he need a points hike? It totally destroys his action economy, and the same goes for Rexler.
